The man in the red shirt is a Houngan
(voodoo priest). He is performing a healing on the child. The houngan is all-powerful as is attested to by the various sets of arms that are growing out of his legs, enabling him to do many things at one time. The blue woman is the mother of the child. She has stripped naked to indicate that she will give the houngan anything he desires if he will cure her child
